The article analyzes the religious legislation of the Russian Empire, USSR and independent Ukraine, the major features of the situation of the Catholic Church. It was found
that in independent Ukraine (as opposed from the Russian Empire and the USSR) The Catholic Church has an ability to evolve without pressure from the state.
